>ITT Communications Systems, Clifton, NJ 2000-2010Senior Program Manager
Won the competitive acquisition and development of the Radio Frequency Ranging program with the Army C2D (Command and Control Directorate) to determine location in GPS Denied Areas.
Successfully managed the completion of the Radio Based Combat ID program for the Army. This program locates friendly forces using communications radios and protects them from fratricide.
Managed Sensor Communication programs utilizing the application of advanced software-programmable radios developed by ITT as a result of work with DARPA on the Small Unit Operations Situation Awareness System (SUO SAS). Successful programs that have used this ITT communications and networking technology include Army programs such as Network Sensors for the Future Force (NSFF) and the Intelligent Munition System (IMS).
Successfully managed wireless network technology transition from a defense product to a commercial venture to a spinoff company (MeshNetworks).
>Northrop Grumman Defensive Systems Div., Rolling Meadows, IL 1992 - 1999Director of Systems Engineering, Director of Test Systems Engineering, responsible for system support, verification and test.
Developed the hardware/software system integration/verification lab facilities used for verification of EO/IR (Electro-Optical/Infra Red) countermeasures. Completed program 30% under budget and on schedule.
Successfully executed system requirement flow down and risk analysis for major programs with significant productivity improvement and cost avoidance.
Created new product: Portable RF/Microwave test equipment for EW (Electronic Warfare) system flightline testing with 40% decrease in size over competitive systems.
Completed aircraft integration/verification systems used on the B-2 Aircraft and applicable to commercial aircraft support. Reduced aircraft integration time up to six months with significant cost savings. Developed and executed business plan for commercial aircraft applications.
Developed new business: Test equipment and upgrades for support of the ALQ-135 Radar Jammer for the Air Force F-15. Reduced size of flightline tester by 60%.
Developed and delivered RF electronic test and ancillary support systems for intermediate level test support of the B-2 avionics suite. Improved delivery schedules and customer satisfaction.
>Allied-Signal Inc., Bendix Test Systems Division, Teterboro, NJ 1971 - 1992Engineering Manager of Development Engineering, Product Engineering, and Support Services.Managed broad range of engineering activities related to product design, development and support.
Managed the division Research & Development plan for over 10 years with continuously improving scores from DoD. Projects included Expert Systems applications, EW testing, Real-Time Graphics, and advanced Instrumentation development.
Pioneered application of Expert Systems (Artificial Intelligence) technology hardware and software to the development of Portable Electronic Maintenance Aids for the Air Force.
Managed the site Information Technology (IT) group serving a network of over 400 engineers with high efficiency.
Managed the Air Force Maverick Missile Tester program. A 30% cost reduction was achieved as a result of efforts to design to cost.
Led the winning design team to modernize F-15 Avionic Intermediate Shop program from business concept to manufacturing, resulting in extending the life of the program by 10 years. The winning approach employed leading edge Application Specific Integrated Circuits (ASICs) and a unique multiple processor architecture.
As an Engineering Supervisor, was responsible for developing the 13A9070 Portable Module Tester; the division's first microprocessor based commercial product and an industry first. Applications of the product ranged from testing submarines to toys. Led to over $200 million derivative sales.
As an Engineering Group Leader, led design and development effort for common core architecture of the original F-15 Avionic Intermediate Shop consisting of a control computer, peripherals and unique instrumentation interfaces. Met tight schedule constraints.
>General Dynamics Electronics Division, Rochester, NY 1966 - 1971Design EngineerResponsible for the design of test systems for the F-111 aircraft avionics systems and special applications.
Designed the MD-522 portable Modem Test set for use by the Army in conjunction with the GRC-106 radio set manufactured by General Dynamics.
Selected for the advanced development project team to create the advanced SCATE MK V automatic test system for advanced program needs. This was the first automatic test system to use third generation, synthesized, techniques for measurement.
