David Schvartzman (Senior Member, IEEE) received his M.S. and Ph.D. degrees in Electrical and Computer Engineering from the University of Oklahoma, Norman, OK, USA, in 2015 and 2020, respectively, with a focus on polarimetric phased array radar. He has held research positions at the NOAA National Severe Storms Laboratory (NSSL) and the Advanced Radar Research Center (ARRC), where he developed radar signal processing algorithms for operational weather radar systems, including the U.S. Weather Surveillance Radar network (WSR-88D).

Dr. Schvartzman is currently an Assistant Professor with a joint appointment in the School of Meteorology and the School of Electrical and Computer Engineering at the University of Oklahoma, and is affiliated with the ARRC. His research focuses on advanced radar systems and signal processing, including phased array radar, array signal processing, antenna pattern synthesis, polarimetric calibration, waveform optimization, pulse compression, and adaptive sensing concepts. His work emphasizes the development, characterization, and demonstration of advanced radar techniques for high-quality atmospheric observations and next-generation surveillance systems.

In addition to his research and teaching activities, Dr. Schvartzman serves as an Associate Editor for the IEEE Transactions on Geoscience and Remote Sensing and the IEEE Transactions on Aerospace and Electronic Systems. He is also Chair of the American Meteorological Society Scientific and Technological Activities Committee on Radar Meteorology. His contributions to the field have been recognized with multiple awards, including the 2024 Research Excellence Award from the College of Atmospheric and Geographic Sciences at the University of Oklahoma, the 2023 IEEE Region 5 Outstanding Young Professional Award, and the 2019 American Meteorological Society Spiros G. Geotis Prize.
