Mike Noble, Colonel, USAF (Retired), Ph.D. is the Executive Director – Space in the L3 Patriot Works office. In this role, Dr. Noble provides overall strategic leadership within the space domain and across air, space and cyber; formulates vision and strategic thrusts; and identifies, assesses and pursues advanced technology space-related and multi-domain business opportunities for the entire L3 Technology company. He works closely with the L3 Chief Technical Officer and chief scientists and engineers across the corporation to develop and harness new technology and assemble into leap-ahead new system concepts focused on the most vexing “3rd Offset” challenges. In this role, Dr Noble helps lead company outreach to academia and Silicon Valley to access and collaborate with a broad set of non-traditional innovators in the service of the L3 and Patriot Works’ mission. Previously, Dr. Noble served 26 years as an acquisition officer in the United States Air Force, focusing largely on advanced systems and technology, and prototyping work across air, space, and cyber. In his final active duty assignment, he served as Chief, Advanced Systems Division, Space Superiority Systems Directorate, Los Angeles, California. Here he led a 450-person government-industry team executing a three-billion dollar budget across the future year’s defense plan developing, testing, and deploying several Presidential-priority classified space superiority capabilities. Prior to this assignment, he held a variety of leadership positions at the laboratory, product center, national, and headquarters Air Force levels. He served as vice commander of the Space Based Infrared Systems directorate and before that commanded a Missile Defense Agency space test squadron. At the Air Force Rapid Capabilities Office, he served as program director, division chief, and program element monitor. He stood up a new intelligence acceleration office in the NRO’s Advanced Systems & Technology directorate and ran advanced ISR and electronic warfare programs at the Electronic System Center. And, he performed hands-on research on multi-spectral sensors and semiconductor lasers at the Air Force Research Laboratory. Dr Noble graduated from Rensselaer Polytechnic Institute with a Bachelors of Science in Electrical Engineering. He received his Ph.D. in Electrical Engineering from the Air Force Institute of Technology as the the top doctoral electrical and computer engineering student. An ACAT-I certified program manager, he is a graduate of the Defense Acquisition University Advanced Program Managers and Executive Program Managers Courses, and the Center for Creative Leadership’s senior leader’s course. A National Defense Fellow alumnus, he spent a year at the Atlantic Council of the United States developing international security policy. Dr Noble’s academic and technical recognition includes over a dozen Air Force Research Laboratory technical achievement awards for his semiconductor device and laser research and the AFRL Charles E. Ryan award for best fundamental sensors research. Dr Noble has published in multiple IEEE journals and has presented at multiple IEEE and SPIE conferences. And, he co-holds a patent with three fellow inventors for a novel Vertical Cavity Surface Emitting Laser.
